The Annual Village Meeting is a meeting of the parish, it must be held between 1st March and 1st June. It is quite distinct from the meetings of the Parish Council, although the two are often confused.. If present the Chair of the Parish Council (or Vice-chair if the Chair is unable to attend) must preside. Formal proceedings commence after 6pm. Key points for the Annual Village Meeting:
Any person on the electoral register of the parish is entitled to speak at the Village Meeting. With the exception of the Chair councillors rank the same as other members of the electorate.
Agendas for Parish Council meetings must be published 3 clear days ahead of a meeting, but for Village Meetings a skeleton agenda is usually published ahead of the meeting (7 clear days ahead), but often items are added up to and even during the meeting.
Any electorate can request items to be placed on the agenda of a Village Meeting.
Any matter pertinent to the parish may be discussed at the Village Meeting, whereas at a Parish Council Meeting subjects for discussion should be limited to those matters on which the council has the power to act (conferred by various Acts of Parliament).
The Parish Council reports to its electorate on its activities over the last year, and there are usually reports from voluntary or local community groups.
